Courseware shipped as SCORM 2004 (3rd/4th ed.) and xAPI / cmi5 per DoDI 1322.26. Hosts on the agency's existing FedRAMP-authorized LMS — avoids platform-side FedRAMP cost.

5 CFR Part 410 alignment

Documented learning objectives, Kirkpatrick Level 1-4 evaluation artifacts, and skills/competency traceability supporting agency Part 410 reporting.

Privacy training (FAR 52.224-3)

Apache-3 staff complete annual role-based privacy training before any contractor access to a federal system of records or PII. Documentation provided to the contracting officer on request.

Records management (NARA / 36 CFR)

Cleared staff complete records-management training within 60 days of access and annually thereafter, per the contract's NARA records clause. Retention per the applicable agency disposition schedule.

NICE Framework alignment

For cyber-adjacent AI training modules, learning outcomes map to NICE (NIST SP 800-181 Rev. 1) Task / Knowledge / Skill statements and Competencies.

Data handling

The curriculum does not require participants to submit federal-controlled data into AI tools. Internal-data privacy guidance is module two of the curriculum itself.

Honest past performance

Apache-3 is seeking its first federal prime opportunity. Where the SOW asks for federal CPARS, we say so plainly and propose teaming or document the substitute (the principals' published book and analogous private-sector cohorts). Commercial past performance accepted under FAR 15.305 / 8.405.
